Since 1997, Peer Engineering has been providing on-going environmental consulting services to the City of St. Paul Department of Planning and Economic Development (PED) related to the acquisition and redevelopment of two contiguous properties. The properties were formerly known as the Koch and Mobil bulk oil facilities. Both properties are located on St. Paul’s west side between West Seventh Street and Shepard Road.
During the course of the project, Peer has completed the following types of work related to the one or both of the properties.
- Compiled comprehensive reviews of existing environmental investigation and remediation system data.
- Completed supplemental Phase I and Phase II environmental site assessments for various configurations of the site as the acquisition process proceeded.
- Prepared environmental cost estimates for various residential and commercial redevelopment scenarios.
- Provided technical support during the condemnation proceedings with ExxonMobil related to the former Mobil Property.
- Prepared Response Action Plan (RAP)/Development Response Action Plan (DRAP) documents addressing remediation requirements for redevelopment related to the first phase of development of the 22-Acre, former Koch Tank Farm Parcel.
- Provided environmental monitoring, sampling and documentation services during installation of public infrastructure related to the 22-Acre, former Koch Tank Farm Parcel.
- Prepared a Response Action Plan and design specifications to control vapor intrusion in several new buildings constructed by a non-profit organization on a portion of the former Koch Tank Farm Parcel.
- Attended public meetings and provided technical support related to the preparation of the Environmental Assessment Worksheet for the project.
- Completed pre-demolition Hazardous Materials Surveys (including asbestos and lead paint testing) for remaining structures on the 9-Acre, former Koch Fueling Area Parcel.
- Provided technical support to PED staff during final property acquisition negotiations for the former Mobil property.
Peer is currently partnering with St. Croix Environmental to assist the City with the operation, maintenance and monitoring associated with the existing remediation system at the former Mobil property, and to provide on-going technical assistance on the project to facilitate redevelopment of the property and final regulatory closure related to remaining contamination.
